Senior Forensic Examiner

Mr. Stumme has over 15 years of digital forensic experience and has performed on-site data acquisitions, data culling, and forensic analysis as part of federal criminal and civil investigations. He has extensive experience in forensically obtaining data from all manner of electronic media, including desktop and laptop computers, servers, mobile phones and tablets, and on-line, cloud storage locations. He has extensive experience in conducting in depth analysis of electronic evidence, and bringing the key relevant results to senior decision makers in an approachable, understandable fashion.

Mr. Stumme comes to ADF following an almost 30-year career as a federally credentialed investigator, conducting complex and sensitive investigations within US military and civilian agencies. For the first half of his career, he served as a traditional investigator, and participated and led investigations into all manner of felony violations of federal laws and regulations. Later, Mr. Stumme specialized in the digital forensic and cybercrime aspects of
investigations. He has participated in and led searches, seizures, and examinations of all manner of digital evidence.

After retiring from federal civil service, he assumed the role as the lead forensic examiner and on-site manager for a contractor directly supporting the U.S. Securities and Exchange Commission (SEC) Office of Enforcement’s IT Forensic Lab. In addition to providing indepth forensic support to the myriad of SEC enforcement investigations, Mr. Stumme has extensive consultation experience with SEC attorneys in identifying and obtaining items of
digital relevance through appropriate civil proceedings and processes.

Mr. Stumme hold several computer forensics certifications, including the Cellebrite Certified Mobile Examiner (CCME), EnCase Certified Examiner (EnCE), and Certified Forensic Computer Examiner (CFCE) as recognized by the International Association of Computer Investigative Specialists (IACIS). He has also successfully completed various digital forensic training programs conducted by federal US government providers, including the Defense
Cyber Investigations Training Academy (DCITA) and the Federal Law Enforcement Training Center (FLETC).

Conducted and supervised digital forensic examinations conducted in support of SEC investigations. Consulted extensively with SEC investigative staff and attorneys, providing advice and guidance on matters related to electronic evidence.

Conducted and led federal criminal investigations involving digital forensic evidence and related to the programs, resources, and operations of the VA.
